Downtown Salt Lake City faces years of construction: the Delta Center rebuild, the Salt Palace redevelopment and preparation for the 2034 Winter Games. Bauzaunwelt is the official ZND General Distributor in the USA. We sell ZND temporary fence panels, gates and accessories to contractors, venue operators and agencies along the Wasatch Front who would rather own than rent.
Salt Lake City permits and dust rules
Public way permits. According to Salt Lake City Engineering, any construction in the public way, including work that blocks a street, sidewalk or alley, needs a permit from the Engineering Division. A separate traffic control permit comes from the Transportation Division. Developers and contractors must also submit a Construction Traffic Management Plan for projects that affect streets, sidewalks or bike lanes. The City code charges a monthly obstruction fee when barricades for a sidewalk or lane closure, or stored materials, stay in the public way for more than 28 days. Plan long downtown fence runs with that cost in mind.
Fugitive dust plans. Utah's rule R307-309 applies across Salt Lake and Davis counties and parts of Weber, Utah, Box Elder and Tooele counties. Under it, clearing or leveling one-quarter acre or more, or running construction equipment over that much cleared land, requires a fugitive dust control plan approved by the Division of Air Quality before work starts. Fence panels with covers are not a listed control measure, but they keep traffic off stabilized ground. Our panels meet common construction-site requirements; the City and the Division have the final say.
What is being built and where crowds gather
Delta Center, Salt Palace and the airport
Smith Entertainment Group started a multi-year renovation of the Delta Center in April 2025, with a new parking structure due before the 2026-27 season. Salt Lake County plans to close the Salt Palace Convention Center for about three years starting in fall 2027 as the downtown sports and entertainment district takes shape. At the airport, The New SLC is opening its final Concourse B-east gates through October 2026. Downtown frontages suit the ST812 8'x12' anti-climb panel with a vehicle gate conversion kit. Tight sidewalk jobs can use the ST612 and a pedestrian gate.
Toward 2034
Salt Lake City-Utah will host the 2034 Winter Olympics and Paralympics. No new permanent venues are required; the build-up is mostly infrastructure, such as a planned UTA TRAX line from the University of Utah Research Park to the airport that is targeted for 2034. For large events, heavy-duty bar barriers and fixed-leg barriers handle queues, and ST612 panels handle secure perimeters.
Canyon winds
On September 8, 2020, a downslope windstorm hit the Wasatch Front. KSL reported a gust of 112 mph at the University of Utah, about 1,000 trees down in Salt Lake City alone and more than 95,000 customers without power. Centerville and Farmington are especially exposed to these east winds, and a 1983 storm brought a peak gust of 104 mph near Layton. On the Wasatch Front, use couplers at every joint, Windbreaker stabilizer sets with Z-weights, and the OxBlock stand where you need extra ballast.

Freight to Salt Lake City
Salt Lake City orders ship by LTL truck from the ZND plant in Madera, California. Freight to Salt Lake City starts at $769 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). A 64-panel order ships for approximately $1,769, and a full truckload of 256 panels from about $3,669. Orders start at 12 fence panels. Have a forklift or loading dock ready on site, or request delivery with unloading (for example a liftgate) in your quote.
Why buy instead of rent
We only sell. A rental can make sense for one short job. For long downtown projects paying obstruction fees, fence that moves between sites, or yearly events, owning panels can pay off. New customers pay by credit card or prepayment. Public agencies can also use a government purchase card or an agency purchase order, and Net 30 terms are reserved for established customers. Bauzaunwelt is registered in SAM.gov (CAGE 21BQ4).
Salt Lake City fence FAQ
Do I need a permit to put fence on a Salt Lake City sidewalk?
Yes. Salt Lake City Engineering requires a public way permit for construction that blocks a street, sidewalk or alley, and the Transportation Division issues a separate traffic control permit. Obstructions that stay longer than 28 days are charged a monthly fee.
Does my site need a dust control plan?
Under Utah rule R307-309, clearing or leveling one-quarter acre or more in Salt Lake County and the other covered areas requires a fugitive dust control plan approved by the Division of Air Quality before work starts.
How much is freight to Salt Lake City?
Freight to Salt Lake City starts at $769 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). Orders ship by LTL truck from Madera, California, and you need a forklift or loading dock unless you request unloading in your quote.
How should I brace fence against canyon winds?
Couple every panel, add Windbreaker stabilizers with Z-weights or OxBlock stands, and avoid leaving covers up on exposed runs in Davis County and along the benches when high wind is forecast.
Should I buy or rent fence for a long downtown project?
A short job may be cheaper to rent. For a project that runs many months, or fence you will reuse on later sites and events, owning can pay off. We sell only, from 12 panels.
