A Twin Cities fence has to handle a short, busy building season, a long winter when the ground will not take a post, and a September calendar that packs a state fair and a marathon into a few weeks. Bauzaunwelt, the official ZND General Distributor in the USA, sells ZND temporary fence panels and accessories to Minneapolis and St. Paul contractors, event crews and public agencies that want to own their fence rather than rent it. We ship to Minnesota from the ZND plant in Statesville, North Carolina.

Minneapolis rules: obstruction permits and fence height

Minneapolis Public Works requires an obstruction permit to block any part of a City street, lane or sidewalk, whether for construction, demolition, events or utility repair. Applications go through the City's Right of Way Permitting System, called Roway. The permit itself has no cost, but fees can apply for closing a travel or parking lane, hooding meters or traffic control agents. The City asks for 24 hours' notice to hood parking meters and 48 hours' notice to post No Parking signs, so a fence that takes a curb lane needs a little lead time.

The City's fence handout says fences up to 7 feet do not need a building permit but still have to comply with zoning, and fences over 7 feet need one. That guidance is written for fences in general, so if you plan to use 8-foot panels, ask Minneapolis Development Review how it applies to a temporary construction fence. Tearing down a building also needs a wrecking permit. Our panels meet common construction-site requirements; the City decides what your specific job needs.

Building for a Minnesota winter

For much of the year Minneapolis ground is frozen hard and driven posts are not realistic. Every ZND panel sits on a tube stand on the surface, so you can set a line on frozen soil, asphalt or a slab and move it when the thaw comes. For extra mass on icy or uneven ground, the OXBLOCK heavy-duty base is an option.

Winter wind across open lots and snow piled against the mesh both push on the fence. Lock each joint with HD Griplock couplers, brace long runs with Windbreaker stabilizer sets, and hold them down with Z-weights. Where the frost comes out and soil allows, an earth anchor adds holding power.

Projects and events that need fence

The METRO Blue Line Extension is planned as 13.4 miles of light rail from downtown Minneapolis through North Minneapolis, Robbinsdale and Crystal to Brooklyn Park. Final design continues through 2026, with major construction expected to start in 2027. Staging yards along a corridor like that need a secure perimeter for years, which is where ST812 8'x12' anti-climb panels and a double sliding gate kit are a sound fit.

On the event side, the Minnesota State Fair ran August 27 to September 7, 2026 on the fairgrounds in Falcon Heights, between Minneapolis and St. Paul, and the Medtronic Twin Cities Marathon is set for Sunday, October 4, 2026. For parking lots, vendor compounds and course crowds, use ST612 panels, pedestrian gates and fixed-leg crowd-control barriers.

Freight to Minneapolis

Freight to Minneapolis starts at $809 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). A 64-panel order ships for approximately $2,189, and a full truckload of 256 panels from about $4,429. Everything moves by LTL truck from Statesville, NC, and ZND fence panels have a minimum order of 12.

You will need a forklift or loading dock to take the delivery. If your site has neither, request delivery with unloading, such as liftgate service, on the quote form.

Is buying better than renting in the Twin Cities?

For one fair weekend, a rental may be simpler. Bauzaunwelt sells and does not rent; ownership makes sense when a fence stands through a winter, when a transit or utility job runs for years, or when you set up the same event every season. New customers pay by credit card or prepayment. Public agencies can also use a government purchase card or an agency purchase order, and Net 30 terms are reserved for established customers. Bauzaunwelt is registered in SAM.gov (CAGE 21BQ4).

Minneapolis FAQ

Do I need a permit to fence a Minneapolis sidewalk or parking lane?

Yes. Minneapolis requires an obstruction permit to block any part of a City street, lane or sidewalk, applied for through the Roway system. The permit has no cost, but lane closures and meter hooding can carry fees.

Can temporary fence go up on frozen ground?

Yes. ZND panels stand on tube stands on the surface, so nothing needs to be driven into frozen soil. Add couplers, stabilizers and Z-weights for wind and snow load.

How much does freight to Minneapolis cost?

Freight to Minneapolis starts at $809 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). About $2,189 covers 64 panels, and a 256-panel truckload ships from about $4,429, by LTL from Statesville, NC.

Does an 8-foot temporary fence need a building permit in Minneapolis?

The City's fence guidance says fences over 7 feet need a building permit. Ask Minneapolis Development Review how that applies to a temporary construction fence before you order 8-foot panels.

Do you rent fence for the State Fair or other events?

No. Bauzaunwelt only sells. Buying suits organizers and contractors who set up fence every year or keep it up through winter; a one-time event may be cheaper to rent.
