Indianapolis runs on big events and big builds. Race season brings hundreds of thousands of people to the Speedway every May, the convention district keeps adding capacity, and a new downtown hospital campus is heading for completion. We sell, not rent, so the panels you buy are yours for every job and every event.

Indianapolis permits for fence in the right-of-way

In Indianapolis, right-of-way permits are issued by the Department of Business and Neighborhood Services (BNS) through the Accela Citizens Access portal. The city lists three types: right-of-way use with no excavation, excavation, and oversize loads. A construction fence line usually falls under the first. The city says you need a right-of-way use permit for private use of the public right-of-way, for example when work on a building puts equipment into traffic, a curb lane or a sidewalk. Licensed contractors typically apply, and for large jobs taking multiple lanes the permit office may ask for a site plan. BNS updated many of its fees effective January 5, 2026.

Events have their own rules. A special event permit is required when an event on public or private property draws more than 250 people and closes a street, blocks streets or sidewalks, or sets up temporary structures. Applications and fees are due at least 30 days before the event. Street closures must use state-approved barricades, and downtown those barricades must be staffed by an Indiana Law Enforcement certified officer. The city also requires that events keep sidewalk pathways open for people with disabilities and do not block business entrances. Our panels meet common construction-site requirements, but check with BNS, or with the town that controls your street, before setting fence in the public way.

Where Indianapolis needs temporary fence

The Indianapolis 500 and race season

Indianapolis Motor Speedway lists the Indianapolis 500 event period for May 18 to 30, 2027. The track in the town of Speedway has roughly 235,000 permanent seats, and infield crowds push typical race-day attendance to between 350,000 and 400,000. Parking lots, camping areas, pedestrian routes and hospitality zones all need controlled perimeters. Pair ST612 6'x12' panels with heavy-duty bar barriers and fixed-leg barriers for queues, plus a double sliding gate kit for emergency vehicle access.

Downtown construction

The 38-story, 800-room Signia by Hilton at 101 West Georgia Street, next to the Indiana Convention Center and Lucas Oil Stadium, topped out in October 2025. Nearby, IU Health's new downtown consolidated hospital campus, with three 16-story towers and 864 private beds, is expected to open in late 2027. Downtown lots are tight and heavily walked, so choose the ST812 8'x12' anti-climb panel for height, a pedestrian gate for crews and a fence cover for screening.

Wind on open ground

Central Indiana is flat, and summer thunderstorms can push hard on fence, especially screened runs. Brace them with Windbreaker Standard or Windbreaker Elite stabilizers and Z-weights; for event fields and dirt lots, an earth anchor or OxBlock heavy-duty stand adds stability.

Owning versus renting in Indianapolis

Bauzaunwelt only sells. Renting may suit one short job. For venues and producers who fence the same events every year, or builders with continuous work across Marion and Hamilton counties, owning a fleet avoids renting the same panels over and over. New customers pay by credit card or prepayment. Public agencies can also use a government purchase card or an agency purchase order, and Net 30 terms are reserved for established customers. Bauzaunwelt is registered in SAM.gov (CAGE 21BQ4).
