ZND ST series anti-climb panel

Houston builds big, with one eye on the Gulf. A downtown freeway rebuild, a convention center expansion and the rodeo at NRG Park keep fence in demand, and hurricane season changes how crews treat anything standing on a site. Bauzaunwelt, the official ZND General Distributor in the USA, sells ZND temporary fence panels and accessories to Houston contractors, event producers, industrial facilities and public agencies that prefer to own their fence. Houston orders ship from the ZND plant in Statesville, North Carolina.

Houston rules: sidewalk and roadway obstruction permits

Inside the City of Houston, Chapter 40, Article XVII of the Code of Ordinances makes it unlawful to place or allow any impairment or obstruction of a sidewalk or roadway except as authorized by a permit. Contractors apply through Houston Public Works and the Houston Permitting Center using the GeoLink Hub system. Processing can take up to 10 business days, and a full street closure needs 7 days of public notice. Fees are charged per block per week, for example $79.45 for a partial sidewalk obstruction and $125.81 for a full one, plus lane charges and an administrative fee. A fence that holds a Midtown sidewalk for months adds up.

Outside city limits, rules change. All construction in unincorporated Harris County requires a permit from the Harris County Office of the County Engineer, and private fences are not allowed in the county right-of-way. Sites in Katy, Sugar Land, Pearland and other suburbs deal with their own city permit offices. Our panels meet common construction-site requirements, but check with the agency that holds jurisdiction over your address.

Hurricane season and Gulf Coast wind

Hurricane Beryl made landfall near Matagorda on July 8, 2024 as a Category 1 storm, and the National Weather Service recorded an 84 mph gust at Houston Hobby Airport. Power outages peaked at around 2.7 million people. A temporary fence will not ride out a hurricane, so the storm plan should include taking panels down or laying them flat. Owning fence gives you speed afterward: panels in your yard go straight back up around damaged buildings and debris areas without waiting on rental stock.

For thunderstorms and everyday Gulf breezes, build the line with tube stands, HD Griplock couplers, Windbreaker Elite stabilizers and a pallet of Z-weights. Add the green fence cover only with extra bracing, since screens act like sails.

Houston projects and events

Freeways and the convention district

TxDOT's North Houston Highway Improvement Project is rebuilding I-45 and the downtown freeway loop in segments, with construction expected to continue until around 2042. Houston First's expansion of the George R. Brown Convention Center is adding a 700,000-square-foot building to the south of the existing hall, scheduled to open in May 2028. Sites like these call for ST812 8'x12' anti-climb panels, a double sliding gate kit for truck access, and barbed wire extension panels on equipment yards where local rules allow.

Rodeo season at NRG Park

The 95th Houston Livestock Show and Rodeo runs March 2 to 21, 2027 at NRG Park, with the World's Championship Bar-B-Que Contest on February 25 to 27. Parking lots, vendor areas and queue lines of that size use ST612 panels, pedestrian gates and bar barriers.

Buy once, reuse after every storm

Bauzaunwelt does not rent fence. Renting is fine for a single event. Owning is the better deal when you fence a new job every few months, keep a storm-response stock, or run a site for years. New customers pay by credit card or prepayment. Public agencies can also use a government purchase card or an agency purchase order, and Net 30 terms are reserved for established customers. Bauzaunwelt is registered in SAM.gov (CAGE 21BQ4).

Houston temporary fence FAQ

Do I need a permit to put construction fence on a Houston sidewalk?

Yes. Houston's Code of Ordinances, Chapter 40, Article XVII, prohibits obstructing a sidewalk or roadway without a permit. Apply through Houston Public Works and the Houston Permitting Center; processing can take up to 10 business days.

What about sites in unincorporated Harris County?

All construction in unincorporated Harris County requires a permit from the Office of the County Engineer, and private fences are not allowed in the county right-of-way. Check with the County Engineer for your site.

How much is freight to Houston?

Freight to Houston starts at $799 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). About $2,059 covers 64 panels, and a 256-panel truckload ships from about $4,519, by LTL from Statesville, NC.

Should temporary fence stay up during a hurricane?

No. Take panels down or lay them flat before a hurricane. For thunderstorms and normal wind, use couplers, Windbreaker stabilizers and Z-weights, and add bracing if you use fence covers.

Why buy temporary fence instead of renting in Houston?

Bauzaunwelt sells and does not rent. Owned panels are ready for repeat projects and post-storm work without waiting on rental stock; for a single short event, renting may cost less.
