ZND anti-climb temporary fence panel for Jacksonville, FL job sites
ZND ST series anti-climb panel

Jacksonville is a sprawling city, and right now a good share of it is fenced off. The Jaguars' stadium is mid-rebuild, the Northbank and Southbank are adding towers and a university campus, and the beaches keep growing. Bauzaunwelt, official ZND General Distributor in the USA, sells the anti-climb temporary fence panels, bases, gates and barriers those sites run on. We sell rather than rent, so the fence you buy for one Duval County job is ready for the next.

Right-of-way rules in Jacksonville

Jacksonville's Ordinance Code Section 744.110 is broad: you need a written permit to disturb, excavate, block, obstruct or place any construction or other material on a public road, right-of-way or easement of the City of Jacksonville. A fence line or stack of bases on a city sidewalk falls squarely under that wording. Violations can bring fines of up to $250 per offense, with each day counted separately. Standard right-of-way permits are filed through JaxEPICS and handled by the Public Works Development Services Review Group, with a customer counter at 214 North Hogan Street.

Two exceptions are worth knowing. FDOT rights-of-way, including state roads that cut through the city, are permitted by the state rather than the city, and private roads do not need a city ROW permit. The city also advises that only bonded contractors pull these permits. Our panels meet common construction-site requirements, but check with Jacksonville's Development Services Review Group, or with FDOT on a state road, before you set fence in the public way. The separate beach cities are a different matter: Jacksonville Beach, for example, issues its own public works permits.

Jacksonville job sites and event grounds

EverBank Stadium's Stadium of the Future

The Jaguars' renovation of EverBank Stadium is budgeted at $1.4 billion or more, and the city issued the final and largest permit, worth $696.5 million, in February 2026. The team is playing 2026 at reduced capacity, will spend the 2027 season away from Jacksonville, and aims to finish by August 2028. A project of that length is where owning fence beats renting it month after month: think ST812 8'x12' panels, HD Griplock couplers and a double sliding gate kit for deliveries.

Downtown's build-out

Around Pearl Square, Gateway Jax is moving on a 286-unit building at 425 Beaver Street and the Vandeveer apartments at 515 North Pearl. On the Southbank, the Related Group has broken ground on a 25-story tower at 835 Museum Circle, and the University of Florida's graduate campus is adding a new instructional building. Tight urban lots like these favor the ST612 6'x12' panel with a pedestrian gate and green fence cover for screening.

Tournament week at Sawgrass

Just south in Ponte Vedra Beach, THE PLAYERS Championship returns to TPC Sawgrass March 8 to 14, 2027. Galleries, parking lots and hospitality zones call for fixed-leg crowd barriers and bar barriers alongside panel fence.

Coastal wind

Between the Atlantic beaches and the wide St. Johns River, much of Jacksonville is open to wind, and tropical systems are part of every season. Screened fence needs Windbreaker Elite or Standard stabilizers plus Z-weights, or earth anchors in sandy soil. After a storm, the city directs repair permits through JaxEPICS.

Getting panels to Jacksonville

Freight to Jacksonville starts at $689 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). A 64-panel shipment runs from approximately $1,369, and a full 256-panel truckload from approximately $2,949. Jacksonville orders ship by LTL truck from the ZND plant in Statesville, North Carolina. Fence panels have a 12-panel minimum. Receiving takes a forklift or loading dock; if you need unloading instead, such as liftgate delivery, request a quote and we will price it. Bauzaunwelt has no local warehouse or will-call counter in Jacksonville.

Buying versus renting in Jacksonville

Bauzaunwelt does not rent. A short, one-time job might be cheaper to rent for. For multi-year work like a stadium rebuild, or for builders cycling through subdivisions from Nocatee to Yulee, a fleet you own is available on your schedule. New customers pay by credit card or prepayment. Public agencies can also use a government purchase card or an agency purchase order, and Net 30 terms are reserved for established customers. Bauzaunwelt is registered in SAM.gov (CAGE 21BQ4).

Jacksonville fence FAQ

Do I need a permit to place temporary fence in a Jacksonville right-of-way?

Yes, on city right-of-way. Ordinance Code Section 744.110 requires a written permit to block, obstruct or place construction material on any public road, right-of-way or easement of the City of Jacksonville. Apply through JaxEPICS. FDOT roads are permitted by the state instead.

How much does freight to Jacksonville cost?

Freight to Jacksonville starts at $689 for a 12-panel order (shown live at checkout; exact rate by ZIP on request). Panels ship by LTL truck from Statesville, North Carolina, and you need a forklift or loading dock unless unloading is quoted.

How do I keep fence secure in coastal wind?

Use Windbreaker stabilizers with Z-weights or earth anchors on exposed or screened runs, and plan to secure or remove fence covers when a tropical storm is forecast.

Do the beach cities use Jacksonville's permit process?

Not necessarily. Jacksonville Beach, for example, issues its own public works permits, so check with the city where your site is located.

Is buying temporary fence worth it in Jacksonville?

For one short job, renting may be simpler. For long projects or repeat work across Northeast Florida, buying usually pays off because you keep the panels and control when they are available.
